From 12 October 2026, eligible Singapore Citizens pay $10 or less (Pioneer and Merdeka Generation $5 or less, Public Assistance nil) for haze-related conditions. Subsidy applies only where the doctor classifies the illness as haze-related.

When the haze rolls in, coughs linger, asthma flares and eyes sting. Many people wait it out because a clinic visit feels like one more cost.

The Ministry of Health has activated the Haze Subsidy Scheme from 12 October 2026. At Angsana Medical, eligible patients in Tanjong Pagar, Everton Park, Duxton, Chinatown, Raffles Place, Holland Village and other parts of Singapore can be seen for haze-related conditions for up to just $10 nett.

Eligibility

Who Is Eligible for the Haze Subsidy at a GP Clinic?

You must be a Singapore Citizen, and fall into at least one of the groups below.

You are eligible if you are a Singapore Citizen who is:

  • Aged 18 and below
  • Aged 65 and above
  • On Public Assistance (PA)
  • In the Pioneer Generation or Merdeka Generation
  • A CHAS Blue or CHAS Orange cardholder
  • A Medical Fee Exemption Card (MFEC) holder

Not covered at GP clinics:

  • Singapore Citizens aged 19 to 64 without one of the cards or statuses on the left
  • CHAS Green cardholders under 65
  • Permanent Residents, Long-Term Pass holders and foreigners
  • Conditions the doctor does not classify as haze-related

Not eligible? You are still welcome. We treat a range of simple to complex issues with rigour and care. Our standard consultation fee applies, and CHAS subsidies continue to apply where relevant.

Which Haze-Related Conditions Are Covered?

MOH lists the conditions below and their complications. The doctor decides at the visit whether your illness is haze-related.

Upper respiratory tract infection

Cough, sore throat, blocked or runny nose, hoarse voice

Allergic rhinitis

Sneezing, itchy and runny nose, post-nasal drip

Asthma

Wheeze, chest tightness, night cough, breathlessness

Bronchitis

Persistent chesty cough, phlegm, chest discomfort

Red, itchy, watery or irritated eyes

COPD

Flare-ups of breathlessness, cough or phlegm

How the Haze Subsidy Visit Works at Angsana Medical

Bring Your Cards

Bring your NRIC (or birth certificate or student ID) and your PA, Pioneer, Merdeka, CHAS or MFEC card, physical or digital.

Step 03

Doctor Assessment

Dr Dhivian assesses your symptoms and decides whether your illness is haze-related.

Step 04

Pay the Capped Fee

If classified as haze-related and you are eligible, you pay $10 or less, $5 or less for Pioneer and Merdeka Generation, or nil for Public Assistance.

When Should You See a Doctor During the Haze?

See a GP if you have:

  • A cough lasting more than a few days, or worsening phlegm
  • Wheeze, or asthma or COPD symptoms that need your reliever more often
  • Persistent sneezing, itchy nose or post-nasal drip
  • Red, itchy or watery eyes that do not settle

Go to the emergency department if you have:

  • Severe difficulty breathing or inability to speak full sentences
  • Chest pain or tightness that does not ease
  • Blue or grey lips or face
  • Confusion, drowsiness or collapse

Frequently Asked Questions About the Haze Subsidy Scheme

The Haze Subsidy Scheme (HSS) is a Ministry of Health scheme that caps what eligible Singapore Citizens pay for haze-related conditions at participating Public Health Preparedness Clinics (PHPCs) and all polyclinics. MOH activated it on 11 October 2026 and it applies from 12 October 2026. MOH has not announced how long it will run.
At a PHPC GP clinic, you must be a Singapore Citizen and either aged 18 and below, aged 65 and above, or supported under Public Assistance (PA), the Pioneer Generation or Merdeka Generation packages, a CHAS Blue or CHAS Orange card, or the Medical Fee Exemption Card (MFEC). Adults aged 19 to 64 without one of these cards, CHAS Green cardholders, Permanent Residents and foreigners are not covered at GP clinics.
For a haze-related condition at a PHPC, Public Assistance cardholders pay nothing, Pioneer and Merdeka Generation seniors pay no more than $5, and other eligible Singapore Citizens pay no more than $10. If your total bill is lower than the cap, you pay the lower amount. No GST is charged on the subsidised visit.
MOH lists allergic rhinitis, asthma, bronchitis, conjunctivitis, chronic obstructive pulmonary disease (COPD), upper respiratory tract infections and their complications. The doctor decides whether your condition is haze-related at the visit, so the subsidy cannot be guaranteed before you have been assessed.
You are seen and treated as a normal patient, and the usual consultation and treatment fees apply. If you hold a CHAS card, your usual CHAS subsidy may still apply for eligible conditions. Dr Dhivian will tell you during the consultation which fee applies.

No. The scheme applies to the consultation and treatment of haze-related conditions. Masks are not covered, and unrelated conditions seen in the same visit are charged at our usual rates. Only one subsidised visit per day is allowed.
